Ahtisaari's work in Kosovo deserves no prizes

I wouldn’t usually post twice on Kosovo in one day but I was surprised to learn (and yes it did involve me scanning one of Brian Walker’s posts on Slugger) that Martti Ahtisaari is to receive this year’s Nobel peace prize . I can only assume he is being recognised for work in Indonesia and Namibia, although I know nothing of his contribution in these places, because he certainly should not be receiving plaudits for his involvement in Kosovo. As UN Special Envoy to Kosovo, Ahtisaari eschewed mediating between the Serbs and Albanians, instead choosing to underpin Nato’s early decision that the province would become a nominally independent protectorate. The Ahtisaari Plan put these ambitions into action, making largely symbolic allusions toward protecting minorities, which have not in the event been adhered to. Serbia, supported by the Russians, would not support Ahtisaari’s plan for independence preferring the compromise of an autonomous Kosovo, within the sovereign state of Serbia. ...

Skidelsky - I was right to oppose intervention in Kosovo

Image
Robert Skidelsky opposed Nato intervention against Serb counter insurgency in Kosovo from the opposition benches of the House of Lords in 1999. His dissent from the Tory party line cost him his job and put an end to the economist’s brief political career. In the Guardian’s Comment Is Free he argues that hind-sight has proven him right . Skidelsky explicitly equates Kosovo with the subsequent Iraq debacle, seeing in it a precedent for intervention on flimsy evidence, with disregard to international law, which actually caused the situation on the ground to deteriorate. The first strand of Skidelsky’s argument against intervention at that time, was in fact precisely that it would set up a dangerous and damaging precedent for intervention. Human rights, democracy and self-determination are not legal grounds for going to war against a state unless there is an international consensus as framed and enforced by the UN Security Council. Where human rights abuses are particularly severe, he...

Blocking independence is defensible morally and legally

Although I posted in slightly facetious fashion about Putin’s comments in regard to Kosovo earlier, the Russian leader’s remarks are prescient and highlight a considerable degree of hypocrisy among the main western cheerleaders for Kosovan independence. It appears that a unilateral declaration of independence is both inevitable and imminent . This will be the culmination of a catastrophic failure by NATO to engineer a responsible compromise in the region. During the 8 year NATO protectorate established in the wake of a ground invasion, the autonomous ethnic Albanian regime were permitted to ‘reverse cleanse’ Kosovo of more than half its Serb population. Brutal perpetrators of terror were rewarded for their actions with political power and it was made clear to the ethnic Albanian regime in Kosovo that they would not be expected to accept anything short of full independence from Serbia. Putin can justly point out the hypocrisy and stupidity which America and certain members of the EU...

Kosovo's independence is not a cut and dried issue

Direct talks will begin today at the United Nations over the thorny issue of Kosovan independence . Western preference may be for independence to be granted, but thinking on this issue is predictably skewed. The EU/American consensus is that Milosovic era aggression and heavily ethnic Albanian demographics makes Kosovo effectively an exception to international law (which fully recognises Serb sovereignty over the area). A number of factors should be taken into consideration should the talks break down and should western governments consider recognising any unilateral declaration of independence. Firstly the current Serbian regime is completely unrecognisable from that of Milosovic. Huge strides have been made to instigate democracy and build civic society in Belgrade. The government, under Prime Minister Tadic, is offering unprecedented autonomy and competences to Kosovan representatives, as well as significant input in federal government. In effect the Kosovan administration's r...
